A teenage girl is shot and killed by a police officer during what should have been nothing more than a routine traffic stop - a female FBI agent is drugged, kidnapped and severely tortured - and one of the most prominent neighborhoods in the city has been targeted for racial profiling and hate crimes - but why?
Pressure from the District Attorney's office and the FBI to identify the source of the trouble is beginning to overwhelm the Chief of Police. To make matters worse the Chief suddenly realizes that at least part of the problem is coming from his own department. His intuition tells him that the crimes are connected but he can't figure out how. He decides to solicit help from someone on the outside - someone he has been able to depend on in the past - retired police detective-now Private Investigator, Jake Somers.
Before the case is solved Jake finds himself dealing with a maniacal criminal - an injured dog- a bad guy with an AK47 assault rifle - and an attempt on his mother's life.
