In 2009, two drivers, their trucks, and cargo of retired drone aircraft are vaporized in a large explosion near Phoenix Arizona. Compounding the tragedy, a mother and two children are also killed. The C.I.A. had been tasked to conduct passive oversight of the first non-military drone transfer by Hercules Securities. While no one claims responsibility, the C.I.A. suspect an enemy within.
