Presents 13 studies that emerged, with much revision and discussion, from a September 1997 seminar in Glasgow, on the eve of the referendum to devolve considerable power from London back to Scotland. They explore such topics as how Scottish environmental policy might change, how it ought to change, what can be learned from historical experience and international comparisons, and the limits to achieving sustainability in a small country.
