About the Author

Clifford Rechtschaffen was appointed to the California Public Utilities Commission by Governor Jerry Brown in 2017. He was formerly a Professor and Director of the Environmental Law Program at Golden Gate University School of Law.

Eileen Gauna is an Emeritus Professor of Law at the University of New Mexico School of Law.

Catherine O'Neill is an Environmental Scholar & Adjunct Professor of Law at Lewis & Clark Law School.
