About the Author

Mengqiu Cao BSc (Hons), GDip, PGCHE, MSc, PhD, FRGS, FRSA, FRSS, FHEA, MCIHT, MILT, MTPS, MeRSA, is a Senior Lecturer (Associate Professor) in Transport and Urban Planning at the School of Architecture and Cities, University of Westminster, UK. He is also a Guest Lecturer at University College London (UCL), UK.

John Spurling BSc (Hons), Dip TP, PGDip (Law), PGDip (CMI), MRTPI, MCMI, has more than 20 years' experience of town planning within both local government and the private sector in the UK. More recently, he established his own company, JM Spurling Planning Consultants Limited, offering a range of town planning consultancy services. John also currently works as a non-salaried Planning Inspector for Central Government, where he is responsible for determining planning appeals.
