Sir Francis Palgrave (1788-1861) was born Francis Ephraim Cohen in London. He practiced law, contributed to the Edinburgh Review, and founded the Public Records Office. His writings include A History of England (1831), The Rise and Progress of the English Commonwealth (1832), and a four volume The History of Normandy and England (1851-1864).
