Hugo viene nominato Pari di Francia dal re Luigi Filippo d'Orléans. Nel 1848 entra a far parte come deputato dell'Assemblea Costituente, ma il colpo di stato che nel 1851 porta al potere Napoleone III segna l'inizio del suo declino politico: dapprima Hugo appoggia l'elezione del giovane Luigi-Napoleone Bonaparte alle presidenziali, poi — quando il nuovo presidente, futuro imperatore, inizia a prendere provvedimenti anti-liberali quali l'abrogazione della legge elettorale del 1850, riducendo di un terzo gli aventi diritto al voto — ne prende le distanze; inutile sara il tentativo del Comitato di resistenza repubblicana, di cui fa parte insieme a Scholcher, per sollevare la popolazione parigina: a Hugo, strenuo difensore di un regime liberale, non resta che attaccarlo con scritti e discorsi contro la miseria e le repressioni, che diventavano nel frattempo sempre piu intolleranti.
