The author, a respected British journalist, devastatingly criticizes the results of Anglo-American policy intended to ``implant and sustain'' Tito's regime. Her ``basic reassessment'' of Yugoslav politics is founded on personal experience and a fine command of published sources. Her apparent objective is to rebut the myth of relatively benign ``self-managing'' socialism, yet she devotes half the text to the development of Yugoslav communism before the 1948 Tito-Stalin split. Beloff conveys some valuable information, particularly about recent human rights abuses, but too often the approach trails off in anecdotal polemic. A more balanced treatment is offered by Dennison Rusinow's The Yugoslav Experiment (Univ. of California Pr., 1977) and Pedro Ramet's Nationalism and Federalism in Yugoslavia ( LJ 12/84).
