Overview

Before Obamacare, before Romneycare, there was Harry S. Truman, the 33rd President of the United States. He was the last of the Presidents to be a normal person, in line with the needs of the common people. In September 1945, just a month after the end of WWII, he sent a special message to Congress detailing a 21 point list of items for reconversion. Among these items was one that detailed that citizens have "the right to adequate protection from the economic fears... of sickness..." He recommend solving the basic problem by distributing the costs through an expansion of the existing compulsory social insurance system.
